Its also worth noting that the graph I posted above doesn't include the $40 Season Pass content like Batgirl prequel DLC.
Plus if the Harley Quinn/Red Hood stuff is in any way like Arkham City's Catwoman story DLC it probably means there isn't a whole lot of Harley Quinn/Red Hood in the main game to begin with.
I'd advise to not be fooled by anyone saying Harley is going to have a "big role" in the story if they've carved her out to be some DLC. There's no way she's going to have a major role. Not with the main villains being set up as Scarecrow and the Arkham Knight. She had her time to shine with her post-Arkham City Harley Quinn's Revenge DLC, where her character and story arc would have the most relevance following the events of City, and blew it for the most part.
AC's Catwoman DLC simply explained how Catwoman got captured by Two-Face in the beginning and how she pulled Batman out of a pile of rubble near the end, all tied in with her own mini story arc. This looks similar, with Harley breaking Poison Ivy out of prison so they can join up with Scarecrow. Doubly so for Red Hood, since I don't think we've even seen him in promotional material aside from images saying he's going to have a DLC.
