Ehhh, I doubt that. Too many resources went into the game. (Voice acting, coding, graphics etc.) If it was something 'small' like say, Banner Saga style gameplay with no voice acting I could buy it being a personal project that was reskinned at the last minute.
Honestly, Gaider is the one 'constant' in Dragon age as far as I know, I believe they had a different director for Dragon age Origins Dan something something or other and a different director for DA2 Mark something something and another different director in DA:I, something something no idea

So the man is the one that's remained in the second most important lead position throughout all three games. All directors after Origins, therefore, very likely deferred to him in ALOT of their decisions. The control got to his head like Lucas. And he thought he could do no wrong and everything he was doing was 'awesome' with no one looking at him and saying 'this isn't flying very well' He was on the proverbial cloud 9 in terms of feeling personal accomplishment during the development.
Obviously when he released DA2 the fans came down on it like it rightfully deserved, hence, why ever since he's been so very bitter/butthurt about it. They took his 'awesome' 'vision' and ripped it to shreds
So, in short, you got it backwards. It wasn't a personal project that got switched to a DA game at the last minute. It was a DA game David hijacked at the last minute

Now I'm not gonna say he's the root of all shitty decisions in DA franchise. Because lets face it, director for DA2 should have known better than to do stupid shit like 'Awesome Button' and DA:I's director should have cut out plenty of crap if it meant giving the game a proper fucking finale rather than have the Final boss, very conveniently and politely knock on your front door after you've made all your preparations to fight him.
But I would say that he is contributing to a great many of those shitty decisions and his ego is getting too big for his own good. Time to let someone else take the reins. The fact that its Weekes, who played a sizable role in Tuchanka and Rannoch, the only pieces of ME3 worth the ink used to write the first drafts, is merely a pleasant bonus.
