So, in order to survive for a long time, and to be correct from a scientific and social perspective, the first generations should be decided for survival, not feelings. It's why all artificial way to produce humans should be used and couple (even if a parent hate the other) decided by the authority to prevent the degradation of the genetical heritage. The material for in vitro fertilization should be taken on earth and transported to be used in large scale on a viable planet to help. Even worse, reproduction can be prohibed and only artificial way could be used (1984 but wihout the cloning aspect) and decided on a genetical perspective.
10k people would be reduced to savagery in a few generations because of the lack of diversity with or without an authority. 100k is the very minimum to survie in a long way AND with a harsh monitoring.
We are speaking here of a tyranny of the worst kind, because to guarantee survival of the specie, freedom of thinking and acting (and in fact almost all freedom) must be crushed. I don't see Bioware taking that kind of way, it would be very controversial and in their stories everything is always beautiful and pink (it make me think of Terra Firma, you remember it ? They disapeared between ME1 and 2, and cerberus is just a joke).
Bioware will not make that.
Edit: and to finish, i just want to point the fact that a lot of our genetical material is not forgotten but stocked in case of a dire need of survival. We can change fast, in a normal time, our genetical material change at the rate of 7% during 5k years but in case of emergency, it can be way faster (example: ourgoutan are seeing their confort zone destroyed, they learned to move on their two legs within four generations only to survive in the savanna). In case of emergency, everything go crazy, we would regresse to savages before coming back during a little time (200k years at best) and regressing is wayyyyyy faster than evolving. one generation would be enough.
